Thaksin petition handed
Writer: AFP, BangkokPost.com Published: 17/08/2009 at 02:44 PM
More than 30,000 United Front for Democracy against Dictatorship (UDD) supporters of fugitive former prime minister Thaksin Shinawatra handed in a petition Monday seeking a royal pardon for him, further underscoring the country’s deep political rifts.
Organisers said they had collected at least five million signatures in support of Thaksin, who was toppled in a military coup in 2006 and fled the kingdom last August to escape a two-year jail term for corruption.

``I would like to say thank you to my fellow Thais, who have a good attitude towards me and to Thailand,'' Thaksin said in a speech broadcast live by video from an undisclosed location to the cheering crowd in downtown Bangkok.

``We are here today to inform our father, the King of every Thai, that we want to see unity and reconciliation,'' said Thaksin, wearing the trademark red shirt favoured by his backers.

Billionaire tycoon Thaksin, 60, then turned to a portrait of Thailand's widely revered King Bhumibol Adulyadej and the royal family and sang a traditional royal song.

In their latest mass show of support for Thaksin, the protest group submitted their petition to the royal offices in Bangkok's Grand Palace at 1pm. The petition was packed in 10 boxes wrapped in red cloth.

``The petition has been submitted to seek royal assistance to stop the people's suffering,'' said protest leader Nattawut Saikua.

Ten prominent figures of the anti-government group led by Veera Musigapongtogether with five Buddhist monks submitted the royal pardon petition to His Majesty's Deputy Principal Private Secretary Inchan Buraphan.

After the petition was handed, the group dissolved peacefully and many had returned to Sanam Luang.

The Office of His Majesty's Principal Private Secretary will transfer the petition boxes wrapped in red cloth to the government for inspection before deciding if the petition should be submitted to His Majesty.

Pol Maj Gen Vichai Sangkapai confirmed that about 30,000 people had joined the rally and that 1,500 uniformed officers had been deployed to secure the rally site.

``So far the situation is normal, the rally is peaceful,'' he told AFP.

Prime Minister Abhisit Vejjajiva, who took office in December, has warned Thaksin's supporters against signing the petition and said that only Thaksin or his family are allowed to submit it.

The red-shirts launched the campaign last month following more than three years of sometimes violent confrontations between supporters and foes of Thaksin.

Thaksin's backers forced the cancellation of a major Asian summit in April and then rioted for two days in Bangkok before a crackdown by the army. Two people were killed and 123 injured.

Anti-Thaksin People’s Alliance for Democracy (PAD) shut down Bangkok's airports in late 2008, triggering the collapse of the previous, pro-Thaksin government and ushering Democrat party leader Abhisit to power.

Twice-elected Thaksin still enjoys huge support among Thailand's poor, particularly in rural northern parts of the country, but is hated by the Bangkok-based elite in the palace, military and establishment.

The former policeman is currently being tried in absentia on a separate corruption charge relating to 2.2 billion dollars of funds that were frozen by an anti-graft body soon after the coup.

Abhisit insisted Thaksin, who has several passports and divides his time between a number of countries including Dubai, must return to Thailand to face justice.

Thailand's royal family is treated with almost religious adulation and protected by strict defamation laws. Riva lshave accused Thaksin of trying to weaken the monarchy, a charge he strongly denies.

Thaksin to be my economic advisor : Cambodia PM

Cambodia's Prime Minister Hun Sen declared on Thursday that he planned to appoint convicted ex-Thai prime minister Thaksin Shinawatra as his economic advisor.

He made the statement upon arrival at Hua Hin airport to attend the 15th Asean Summit. He missed the Asean Summit's opening ceremony on Friday morning as he was busy receving South Korean President Lee Myung-bak.
"I plan to appoint Mr Thaksin as my economic advisor. I could do it because I do under sovereignty of Cambodia," Hun Sen said through an interpreter.

Thaksin thanks Prem for 'new stance'

Fugitive former prime minister Thaksin Shinawatra on Monday posted amessage on his Twitter account thanking Statesman and Privy Councilpresident Prem Tinsulanonda for what he said was a "new stance".

In his tweets, Thaksin also thanked everyone for sending birthdaywishes to his former wife, Khunying Potjaman, via Twitter and SMS texts.

The ousted prime minister said he would like to thankGen Prem for changing his stance and for calling on all sides to jointogether to end the conflict in the country.

"My supporters and I also want reconciliation to happen quickly. Animportant condition for bringing about reconciliation is justice. Butthe main challenge is that some gullible people come across others wholike to lie and flatter to gain benefits from a fragile authority andthey are afraid to lose," Thaksin said.

Second Army Region commander Gen Weewarit Jornsamritsaid earlier he had met Gen Prem on Sunday. He said Gen Prem wanted allsides to turn to each other so the country can move forward.

The situation about Thailand politics, whoever started violent willlose out power. Truly it is not going to be Thaksin Shinawatra or RoyalFamily.
Whoever use the name of Royal family to defame others is like making violence indirectly, to create chaos.
Should anyone must not using violence or respectful person from Royal family to achieve political achievement.
The royal family is always being respected and long live.

PM denies plot to kill Thaksin

Prime Minister Abhisit Vejjajiva on Saturdaydismissed an opposition claim that an assassination plot had beenhatched against Thaksin Shinawatra, insisting that the government wouldonly use legal means to bring him back to serve his two-year jailsentence.
In his first comment on the leak of a classified document to thePuea Thai Party from a source at the Foreign Ministry, the primeminister, speaking from Copenhagen, said the government would strictlyabide by the law in its efforts to bring back Thaksin.
"I have no idea where that document came from. But I can assure youthat the government will not take any unlawful steps in seeking hisreturn," he said.
Only extradition treaties the government has signed with othercountries would be used to try to bring the convicted former primeminister back to serve his time, he said.
Thaksin was sentenced in October last year while he was out of thecountry to a two-year jail term in the Ratchadaphisek land case forhelping his ex-wife acquire a prime piece of state land at a heavilydiscounted price.
Puea Thai representative Jatuporn Prompan, a leader of the UnitedFront for Democracy against Dictatorship, on Friday unveiled a secretdocument, dated Nov 16, that he claimed was prepared for the primeminister by Foreign Minister Kasit Piromya.
The document, which mainly focused on how Thailand should handle itsrelations with Cambodia amid the diplomatic spats, described Thaksin asa "key factor" in the destabilisation of the government. The Thaksinthreat needed to be tackled, it said.
Mr Jatuporn interpreted it as a life-threatening measure againstThaksin. After the document was disclosed, the ministry set up a panelto find out how it ended up in the hands of the opposition.
Acting government spokesman Panitan Wattanayagorn said only a fewsenior officials were aware of the existence of the classified paper.
Mr Jatuporn yesterday indicated that the opposition party and theUDD will not end its efforts to bring down the government and deniedany wrongdoing in revealing the contents of the confidential documentto the public.
The prime minister condemned the opposition party, saying it hadgone too far by using dirty tricks which were damaging to thegovernment and the country.

PheuThai MP Jatuporn Prompan yesterday alleged the government was hatchinga secret plan to "get rid of" fugitive ex-premier Thaksin Shinawatra -backing up his allegation for a second time by disclosing a classifiedmemorandum prepared by the Ministry of Foreign Affairs.
Repeating his claim of last week, Jatuporn said a memorandum onThai-Cambodian ties, classified as secret and sent from Foreign MinisterKasit Piromyato Prime Minister Abhisit Vejjajiva, was purportedly a plot to assassinate Thaksin.
"The term "get rid of" is a codeword for killing," he said, claiming such a codeword is commonly understood by MFA officials.
At yesterday's press conference, Jatuporn focused on the five-page annex to the main document which he touched on last week.
The annex outlined responses of varying intensity to the primeminister of Cambodia, he said. The 18 measures included a ban on Thaicitizens visiting Cambodian casinos, cancellation of the extraditiontreaty, reinforcement of troops along the borders, and cancellation ofthe memorandum of understanding (MOU) on maritime boundaries.
He said the MFA analysis shed light on the dilemma of memorandums of understanding previously signed with Cambodia.
In one case, the MFA urged cancellation of the 2001 MOU on maritime boundaries in order to smearThaksinforconflict of interest, he said. But an anticipated adverse impact mighthave led to the questioning of the MOU on land borders, signed in 2000by Democrat MR Sukhumbhand Paribatra, he added.
He claimed the debate about the MOUs raised two interesting facts - first,Thaksinhadno conflict of interest but the government wanted to smear him; andsecond, the 2000 MOU highlighted the loss of sovereignty around PreahVihear Temple, but the Democrats did not want to concede their mistake.
The two MOUs have remained in effect and Thailand will not be better off by meddling with them, he said.
The entire memorandum was 12-pages long and should be made public in order to stop the alleged plot to kill Thaksin, he said.
He insisted disclosure of the classified memorandum would neither be harmful to Thai interests nor beneficial to Cambodia.
"The memorandum is illegal with the aim to take Thaksin's life," hesaid, shrugging off the threat of litigation on unauthorised disclosureof classified information.
He said he might file a counter lawsuit charging the MFA with abuse of power for undertaking illegal actions.
He vowed to use the classified memorandum as a major rallying point for thered shirtsto resume street protests next month designed to oust the government.
He also said he planned to censure Deputy Prime MinisterKorbsak Sabhavasufor intimidating the judiciary to relocate the construction site for a court in Pai, Mae Hong Son.
Reacting to Jatuporn's claims, Deputy Prime MinisterSuthep Thaugsubansaid he would allow legal experts to determine appropriate counter-measures.
Suthep said the government had not planned on taking out a contracton Thaksin's life as alleged. Even though he had no access to thememorandum in question, he assumed it was just an outline of a generalplan for responses to anticipated measures from Cambodia, he said.
Because of the leak, the MFA might have to rethink and redraw the plan, he added.
He said there was virtually nothing he nor the government could doto improve the bilateral ties with Cambodia since its prime ministerwas fully committed to supportingThaksinin his attempts to undermine the Thai government.
The House committee on foreign relations plans to launch a hearingand will call on Kasit to testify on the classified memorandum, committee chairman Tophong Chaiyasarn said.
Meanwhile, Chavanond Intarakomalyasut, secretary to the foreignminister, said yesterday the Ministry of Foreign Affairs was preparingto take legal action against Jatuporn for making public the classifieddocuments.
A fact-finding committee has been set up to investigate the leak of the documents, according to a ministry source.
The panel, headed by deputy permanent secretary for foreign affairsPiyawat Niyomroek, has questioned almost 20 people but still has notyet completed its work, the source said.

Thaksin advised to play it cool                      House Speaker Chai Chidchob on Wednesday calledon fugitive former prime minister Thaksin Shinawatra to play it cool asthere was the chance of an amnesty law being passed to pardon allpoliticians and pave the way for national reconciliation.
“New year is coming and therefore Thaksin should keep his cool andbide his time. The Bhumjaithai Party is ready to support an amnestybill," he said.
“When that happens, the former premier will not be jailed and theleaders of the People’s Alliance for Democracy who led the crowds tosurround two main airports in Bangkok late last year will be cleared ofcriminal charges.
“There are ways to create national unity. All parties -- thegovernment, the opposition, Thaksin and anti-Thaksin groups -- mustenter into peace talks mediated by a suitable, impartial person.”
He was confident that the conflict can be peacefully ended throughtalks. However, he admitted that he did not see a  suitable mediator atthe moment.
The House speaker suggested the government stop its war of wordsagainst the opposition camp and Thaksin and focus on doing its jobinstead. The government should also ignore criticism by Cambodianleader Hun Sen.

However, the government appears to have shut the door on such attempts and refused to accept the conditions put forward byPheu Thaiin its offer for national reconciliation, he said.
Pallopadded that Thaksin's conviction over the Ratchadaphisek land-purchasedeal should not be considered a "criminal act", as he only signed hisname to endorse the purchase by his wife.
This, heargued, could not be compared to more serious charges such asrebellion, which he himself faced back in 1981 and for which he waslater granted amnesty.
Since a plea for a royal pardon hasbeen forwarded by red-shirt protesters, it is up to the government tospeed up the facilitation process, he said.
If the matter is not resolved urgently, Pallop warned that violence was "inevitable".
Headded that it would be wrong for the government to think it could dealwith the red-shirt protests by invoking the Internal Security Act, asprotesters would be unlikely to back down as they did last April.
"Thistime they won't back off," said Pallop, who also remarked that therecent donning of a military uniform by Privy Council President PremTinsulanonda resembled an incident prior to the September 2006 coup.
This time, however, people would not put up with another coup, the general said.
Askedif he or the red-shirt leaders could contain rangers planning to joinred-shirt protests, Pallop said he and his peers would try to do so.
